More value through partnership - potential of the PPP lifecycle approach

Holistic economic analysis of selected asset classes under PPP life cycle considerations and development of a platform for sustainable knowledge transfer
 
Leaky windows, outdated heating systems, dilapidated sanitary facilities – the structural condition of many schools in Germany regularly makes headlines and highlights a structural problem: the enormous investment backlog in public building construction. Initial studies on PPP economic efficiency show that this problem can be successfully addressed with PPP projects. What makes PPP special is the organisational integration of planning, construction and operation over 20 years or more (life cycle approach). Studies to date show high efficiency in construction and operation, particularly through incentive-based contract structures that optimise costs, deadlines and quality standards and achieve energy savings.


The aim of this research project is to extend the evaluation work for new construction and existing projects to administrative buildings and hospitals and to continue the work in the education sector. The project will also examine whether the methodology for comparing economic efficiency according to the FMK guidelines (2006) needs to be supplemented.


In view of the demands of the courts of auditors for a reliable database for comparing the economic efficiency of PPPs, a digital platform is to be created on which data on PPP projects in building construction can be collected, evaluated and visualised. Finally, the cooperative network of universities and colleges is also intended to serve as a preliminary stage for the establishment of a PPP academy, which, in addition to R&D work and web-based knowledge transfer, will also train specialists and managers in the PPP life cycle approach through needs-oriented continuing education formats.


This will not only reduce costs, but also ensure long-term structural quality. Public buildings will thus become future-proof – as reliable places for learning, working and healing. The project is therefore an investment in sustainable public infrastructure.
